Cultural Democracy is a Creative organisation, that specialises in socially engaged arts practice, consultancy & evaluation, founded by Lynsey O’Sullivan.
Cultural Democracy aims to advocate for values led approaches & socially engaged practice in relation to work with communities, children and young people in the Arts & Creative sector.
Lynsey is an Applied Theatre practitioner, Arts Leader & Coach who has worked extensively with young people & communities across Greater Manchester and internationally.
Lynsey was previously in the role of Executive Director of Learning & Engagement at The Lowry- transforming the organisation’s work over the past 10 years with Young Carers, Looked After Children & wider communities with a strategic focus on diversifying the audiences & communities accessing cultural opportunities.
Prior to this, Lynsey was an Associate Lecturer at the University of Central Lancashire and undertook postgraduate MA research in Applied Theatre at The University of Manchester.
Since being established in 2022, Cultural Democracy has supported a range of organisations in their strategic development around community & young peoples engagement, Safeguarding, Evaluation & Impact, Coaching, Artist & Practitioner training and Audience development.
Lynsey often collaborates with other Artists and practitioners to make new work, to deliver socially engaged projects or to co-lead cultural organisations/networks.
Cultural Democracy also supports a pool of socially engaged artists who are trained and mentored by the organisation. Cultural Democracy can then connect these artists to opportunities or requests to deliver high quality projects or programmes.
Lynsey is a member of the Clore Leadership and STRIDE Women in Leadership programmes.

CREATIVE ASSOCIATES
Caz Brader
Caz is Executive Director of Theatre Porto, a specialist children and young people’s theatre in Ellesmere Port. Her work centres on change management, fundraising, local partnerships and widening access to culture, with a particular commitment to child-centred practice and inclusive design. Before joining Theatre Porto, Caz was Deputy CEO of Curious Minds. Alongside her leadership roles, Caz works as a facilitator, advisor and coach, supporting organisations and leaders across the cultural and community sectors to think strategically, plan collaboratively and build stronger relationships with the people they serve.
Minty Barlow
Minty is a visual artist and workshop facilitator. Her work spans sensory-friendly and process focused visual art sessions for all settings including mainstream schools, PRUs and community groups. Her specialism is working with neurodivergent and disabled groups and has over 15 years experience in this field. Minty is passionate about making art feel welcoming and low-pressure—whether that’s through accessible processes, fun environments, or activities that spark curiosity and confidence, but with the knowledge and experience to produce process-focused art that is visually impressive.
Andy Smith
Andy Smith is a theatre-maker based in the North-West of England. His most recent works include the PLAYS FOR THE PEOPLE project, The Preston Bill and SUMMIT. Andy has collaborated with Tim Crouch since 2004, co-directing (along with Karl James) a number of plays including An Oak Tree, The Author and Truth's A Dog Must To Kennel. He is also a part-time Lecturer in Theatre Practice at The University of Manchester.
Emily Edwards
Emily is an experienced Drama Practitioner, Facilitator, Project Manager and Producer with a strong track record of leading ambitious and inspiring creative projects, events, and cultural education programmes across the North West. Emily specialises in working co-creativley with young people and communities, using the arts as a powerful tool to champion local voices and create positive, meaningful change. Emily is proud to work with leading organisations including Lowry, Curious Minds, M6 Theatre and North West Drama.
Karen Metcalfe
Karen is an experienced arts and cultural consultant with expertise in fundraising, strategy, business planning and leadership. She was the Artistic Director and CEO of Burnley Youth Theatre for 15 years and has extensive experience of working in the youth, community, arts and charity sectors. Alongside her strategic expertise, Karen is a theatre facilitator, director, writer, producer and dramaturg with a passion for creating theatre for social change.
Lory Povah
Lory is a freelance coach and creative health consultant bringing passion and commitment to organisations in culture, health, social care and VCSE sectors to tackle social/health inequalities through creativity and imagination. With a broad knowledge of the public, VCSE and business sectors from working in community, arts development, and business (creative and tech) development roles in local government for over 25 years, Lory now offers consultation, evaluation, co-design and network building as well as facilitation, coaching and mentoring.
